Hello,

The Home Secretary has announced plans to release terrorist suspects who have been detained without trial... but to subject them to "control orders", including curfews and tagging.

Mr Clarke said prosecutions were the Government's first preference and promised the powers would only be used in "serious" cases, with independent scrutiny from judges.

We'll be examining the Government's proposals to change the scope of the anti-terror legislation. We'll be hearing from critics of the existing law to see whether they're satisfied with the proposed changes, and we'll be speaking to the Home Secretary, Charles Clarke.

The Government has published the wording of the question for voters in a referendum on a proposed European constitution. It plans to ask: "Should the United Kingdom approve the treaty establishing a constitution for the European Union?"

The referendum is expected some time next year, if MPs approve the European Union Bill. But you won't be hearing much about it. For different reasons, none of the parties is mad keen to have Europe at the centre of their campaigns. The received wisdom is that there are no votes in it; health, education, and crime are the key doorstep issues.

But can the Government put off trying to get the nation engaged in Europe, when the referendum has to be next year? Especially when it has to turn around a seriously sceptical public? Our political correspondent, David Grossman, is in search of the absent campaign.

And Salam Pax is back with another "blog", this time an antidote to the dangerous and chaotic scenes of Baghdad. Salam has travelled to Amara in the south, which is a British-held sector. Candidates are openly campaigning, violence is limited, and the electorate seems keen.
